Guide to Urban Renewal 2026 in Turkey: Current Legislative Changes (Kentsel Dönüşüm)

The legal framework for urban renewal (Kentsel Dönüşüm) in Turkey has been fundamentally updated by the amendments to the implementing regulation for Law No. 6306 published in the Official Gazette on February 4, 2026. These new regulations aim to make the processes of identifying, demolishing, and redesigning risky buildings more transparent and efficient.

1. New regulation of land registry entries after demolition

Once a building classified as risky has been demolished, an adjustment is made in the land register. The corresponding restriction note on the risky property is deleted upon notification by the directorate or the administration. This process is documented by an official note confirming that the property has been dealt with in accordance with Law No. 6306.

2. Resolutions by simple majority

One of the most significant changes concerns decision-making among co-owners:

  • Simple majority for projects: Decisions on the implementation of projects in risk areas or reserve areas can now be made by a simple majority of shareholders.
  • Decision before demolition: This rule allows majority owners to decide on new applications and projects even if the buildings concerned have not yet been demolished.
  • Mandatory meeting: For new decisions on plots with risk buildings, all shareholders must still be invited to a meeting, with the final decision then being taken by simple majority.

3. Sale and transfer processes

New rules apply to the sale of shares in properties on which there are buildings at risk:

  • When a decision is made to sell shares in such plots, these shares must first be offered for sale to the ministry or the relevant administrative authority.
  • Only after this step can the sales processes be carried out in accordance with the established rules within the framework of urban renewal projects.

4. Consolidation of land and transfer of building rights

If several plots are to be consolidated (Tevhid) or building rights are to be transferred to another plot, the consent of a simple majority of the shareholders is also sufficient for this.
